To equip local government units (LGUs) with the latest tools and knowledge for effective project monitoring and evaluation (M&E), the National Economic and Development Authority Region 2 (NEDA2) conducted an orientation workshop on the Updated Operational Guidelines of the Regional Project Monitoring and Evaluation System (RPMES) on October 26, 2023 in Tuguegarao City.
Ms. Gina V. Dayag, OIC Assistant Regional Director and Policy Formulation and Planning Division Chief, emphasized that this orientation is timely given the evolving M&E functions of local governments amid the various reform initiatives and the implementation of the Mandanas-Garcia Ruling.
The participants were briefed on the scope and coverage of the updated guidelines, the overall systems framework, institutional arrangements, M&E mechanisms, and the timelines and frequency of reporting. Hand-on exercises were also conducted on how to accomplish the updated monitoring forms, particularly the RPMES Input and Output forms that will be used starting this quarter. The updated operational guidelines was approved by the National Project Monitoring Committee on June 14, 2023.
