The Luzon Regional Development Committee (Luzon RDCom) recommended the use of the updated land area of local government units (LGU) in the computation of national tax allotment (NTA), or the LGUโ€™s just share in the national taxes, during its meeting held on August 20, 2024 at SotoGrande Hotel in Quezon City.
NEDA Regional Director Susan A. Sumbeling, the Vice Chair of the Regional Development Council in Cordillera Administrative Region (CAR), said that the proposal emanated from the clamor of LGUs in CAR, especially the municipality of Sadanga in Mountain Province, for adjustment of land areas used as basis for the computation of NTA. Based on data from Land Management Bureau (LMB) of the Department of Environment and Natural Resources, land areas of LGUs in Luzon are already updated, as reflected in the 2019 Master List of Land Area.
โ€œThe use of updated land areas as basis in computing the NTA of LGUs will result in a more efficient and equitable allocation of governmentโ€™s limited resources,โ€ the director said.
The Committee resolved to pass two resolutions on the matter addressed to the Oversight Committee on Devolution and the Department of Budget Management for the confirmation of the LMB-validated land areas and their corresponding use in the computation of NTA.
The meeting was presided over by the Co-Chair, Batangas Governor and RDC IV-A Chair Hermilando I. Mandanas. This was also attended by the Committee Secretary, NEDA2 Regional Director Dionisio C. Ledres, Jr., Romblon Governor Jose R. Riano, Camarines Norte Governor Ricarte R. Padilla, and the PSR Co-Chairs of RDCs and the NEDA Regional Directors in Luzon regions.
